A government that is strong, fair and close to the people.

Strong, just and democratic federal government

Voice out and defend your stand to the best of your abilities, then respect the majority’s decision.
Promote and propagate federalism for a more efficient, more progressive nation — politically, socially and economically.
Promote the shift to a parliamentary system, which is more responsive for our country.

Strong national and domestic security

Modernize and professionalize the military for a strong, self-reliant defense against external aggression.
Modernize and professionalize the police to maintain internal security.

Strong but cooperative foreign policy

A free, independent and strong foreign policy that defends our sovereignty and territorial integrity.
Non-aggression and non-interference in the internal affairs of other states, for peaceful coexistence.
Strategic diplomacy that advances our interests and those of our friends, neighbors and allies, guided by reciprocity and cooperation.

Climate change mitigation and adaptation

Actively engage in climate mitigation programs and projects, and raise readiness for natural and man-made disasters.
Promote and incentivize electric vehicles, starting with public transportation, to cut smoke, fossil-fuel use, noise and speeding.
Promote efficient solid-waste management, recycling and proper disposal of toxic waste.
Promote efficient water use and food security, and grow solar, wind and other renewable energy.
Minimize animal agriculture.

Empowerment of every Filipino

Maximize personal development, especially for children, through guidance, seminars and orientations at the barangay level.
Instill patriotism, national pride and unity grounded in universal human values, social justice and sustainable development, regardless of religion.
Provide better accessibility for persons with disabilities and senior citizens. If it is accessible to them, it is accessible to all.

Upgrade formal and technical education

Clean, renovate, expand and maintain existing classrooms — and build new ones where needed.
Use the latest technologies to deliver quality education and improve the curriculum for the challenges of our time.
Continuously develop the knowledge and skills of our people, especially the youth and the marginalized.
Include financial literacy and investing in secondary education.

Upgrade health-care services

Promote a whole-food, plant-based diet.
Renovate, expand and equip hospitals and health centers — and aggressively upgrade public hospital facilities.
Assure the availability of medicines and laboratory supplies.
Hire more doctors — especially specialists — more nurses and more health-care workers.

Industrialize, create jobs and let Filipino enterprise lead.

A strong, globally competent economy

Develop industries native to our country; cultivate raw materials responsibly, process them, saturate the domestic market and export the surplus.
Support and fund local inventors and engineers.
Aggressively develop our information and communications technology and promote the BPO industry.
Help local businesses tap the global market through online stores and financial technology.
Promote 100% Filipino automotive brands and other products of global scale, and strengthen the supply chain.

Build a complete database of the population’s skills and match it with a database of jobs.
Run multiple retraining and certificate programs to raise skills.
Attract both domestic and foreign investors.

Jumpstart and promote MSMEs

Promote entrepreneurship, especially among the youth. Over a million students graduate every year without jobs waiting — why rely on finding jobs alone when everyone could be an entrepreneur and create jobs for others?
Enhance existing programs and add new ones to reach as many people as possible. Teach them, guide them, then let them fly.
Make business registration and doing business easy.

Pro-development, pro-business measures

Pass business-friendly laws to promote domestic and foreign investment.
Liberalize the economy by removing constitutional provisions that hinder foreign direct investment. Let’s bring OFWs home by bringing their employers home.
Enhance infrastructure to support industrialization, and give incentives or tax breaks to priority investments that create many jobs.
Minimize the cost of doing business.
Amend the government procurement law to prioritize Philippine-made goods and services and to make requirements less technical, so more Philippine companies can participate.
Promote national industrialization.

Federalista

A political action committee for federalism

FEDERALISTA is named for the first Philippine political party, established in 1901 by Pedro Paterno with Trinidad Pardo de Tavera as its first president. Elmer revived it not as a party, but as a Political Action Committee under the Corporate Social Responsibility arm of Francisco Motors — to promote a federal structure and a parliamentary system of government.

Federalism offers many features to build on: it can help the poorest of the poor actually feel progress, and let the already prosperous reach greater heights.
